Position Title:
Senior Clean Energy Policy Analyst - Guild Level I

Position Overview:
Under the supervision of a Director of the AFL-CIO Center for Green Jobs, this position will have responsibility for research and analysis of federal, state and local, programs, both public and private, including but not limited to: green jobs economic and workforce development programs; research and analysis of regional economies, national and regional clean energy industries, and their related labor market issues; the development and dissemination of materials and programs to assist the labor movement in using or responding to these analyses and programs; and, the coordination and maintenance of relationships with governmental agencies, other policy and research organizations, environmental organizations, trade associations, business, the investor community, and the civil and human rights communities to provide technical assistance and support to other Institute staff and to Institute constituents, where appropriate.

Duties:

  • Independently analyze, investigate, assess, and coordinate findings in the areas of clean energy and green jobs economic and workforce development regarding national, state, and local programs with others in and out of the labor movement.
  • Design and conduct regional economic analysis, industry analysis, and labor market analysis as part of developing strategic workforce and economic development approaches to specific regions, industries, and labor market issues.
  • Analyze, develop, and prepare training and education materials (including slide presentations) on these analyses and programs for broad dissemination.
  • Convene and manage workgroups, task forces and meetings with Institute staff and representatives of other organizations, including federal agencies and policy think tanks, on topics that support the Center’s goals, objectives and program development.
  • Develop programmatic approaches to be used broadly throughout the labor movement and convey those approaches to appropriate stakeholders.
  • Represent the Institute on clean energy and green jobs economic and workforce development issues in a variety of high-level forums, including national unions, state and local labor bodies, advocacy groups and coalitions, policy think tanks, universities, the media and before local, state and federal government bodies.
  • Design methods for gathering information on decentralized state and local programs, in developing appropriate methods for delegating some of the investigation, and in leading the information-gathering project.
  • Build strong and ongoing relationships with relevant organizations including employers and their trade organizations, general public policy groups, and governmental agencies, as well as within the AFL-CIO.
  • Other duties as assigned.

Qualifications:

  • Extensive knowledge of federal, state and local energy, economic development, workforce development, and education and welfare programs and policy.
  • Demonstrated knowledge of and experience with industry, labor market, or regional economic analysis.
  • Advanced degree in labor relations or other discipline relevant to energy policy or related field; or an undergraduate degree with equivalent relevant work experience.
  • A minimum of five years of versatile and progressively responsible experience in a policy advisory or policy making role related to workforce development, education, training, and/or related field.
  • Demonstrated experience to write and implement strategic plans and programs to further the Institute’s policy objectives.
  • Demonstrated ability to build teams and work effectively in a team environment in both a lead and a support role.
  • Demonstrated ability to prepare clear, timely and thorough analyses of complex policy issues.
  • Demonstrated ability to communicate complex technical concepts to a variety of audiences, including excellent writing, representational and public communication skills.
  • Demonstrated skills in research and investigation methodologies and tools, quantitative and qualitative research methods, and in interviewing practitioners and summarizing meetings. Demonstrated ability to design, conduct and/or oversee independent and large-scale energy or economic research and writing projects.
  • Background in or knowledge of the labor movement and/or progressive movements.
  • Systematic approaches to all work.
  • Demonstrated ability to successfully use a variety of word-processing, spreadsheet, database, and other software packages, and willingness to learn new software packages as needed. Experience with statistical and/or mapping software is a plus.
  • Excellent computer and statistical skills required, including proficiency in Internet-based research, econometric techniques, graphing and charts, a plus.
  • Demonstrated effectiveness working in politically sensitive and high-pressure environments.
  • Flexibility to travel in performance of duties.

Start Date: Immediately

Salary: $99,529.72
